Beginning with iOS 16.4 beta, iPhone  There is a new "Beta Update" menu under General → Software Update in the settings application. This menu will only appear when the user's iPhone logs in to the same Apple ID they used to register the Apple developer program. Apple said that in the future iOS version, this menu will be the only way to enable the developer beta, because the configuration description file will no longer grant access.

This change will prevent iPhone users who do not join Apple's developer program at a price of $99 per year from installing iOS 17 developer beta for free when it is released on WWDC in June. At present, anyone can easily install the iOS developer beta for free by downloading the description file from BetaProfiles.dev and other websites.

Apple has cracked down on websites that share developer beta description files last year. BetaProfiles.com was closed in August to avoid "legal struggle with Apple". Apple's lawyers also provided Twitter with a DMCA deletion notice, including more than ten tweets containing links to IPSW.dev. BetaProfiles.dev is still running and seems to be a replica of BetaProfiles.com, but it is not clear whether the website has the same ownership.

IPhone users who don't want to pay $99 per year for Apple's developer plan can only wait for the public beta of iOS 17, which may be released in July. Users can sign up for Apple's public beta software plan for free.

Users may still be able to use IPSW (system firmware) files to install iOS 17 developer beta for free, but it remains to be seen whether this is the case. Many years ago, Apple only allowed beta IPSW files to be installed on devices registered with Apple developer accounts. Apple may reintroduce this previous policy.
